About Us

Wokingham Housing Limited (WHL) is an independent housing developer set up to create high quality affordable, social and market homes for local people in Wokingham. As a wholly-Council owned company we will work towards a number of objectives including:

  • Bridging the gap between housing need and housing availability
  • Revitalising communities through development
  • Generating a profit as an organisation that can be re-invested into meeting future housing needs or Borough services such as schools, highways and adult social care.

Once WHL completes a social or affordable housing development it will be transferred to our subsidiary company, Loddon Homes, who will act as caretaker and landlord.  Further information regarding Loddon Homes can be found here.

Meet The Team

The WHL Board

The WHL Board works independently to formulate the company’s strategic direction and core business focus. Board members are elected based on their skill set and relevant experience in property and have a central role in both ensuring the business plan is delivered and scrutinising the work of staff.

Alistair Auty Chair (NED)

Alistair sits on the Wokingham Housing Limited (WHL) Board as Chair. He has over 18 years’ experience in business development, project management and marketing, having worked in both the property and telecoms sector. Alistair was elected to the Boards because of his substantial experience in the international property sector and property management. Alistair was elected as a Borough Councillor in 2007.

Fred Wright Non Executive Director (NED), FInst SMM

Fred sits on the Wokingham Housing Limited (WHL) Board as an Independent NED and Chair of the WHL Audit and Risk Committee. Previously Chairman of a successful Midlands based SME manufacturing group, Fred has worked at a senior level for a range of multinationals; including internationally for the world’s largest privately owned trading group SHV Energy NV. He currently holds a number of NED roles across the property, development and housing sector and consults across multiple sectors. Fred is also a member of a business angel network based at the University of Warwick Science Park, helping early-stage entrepreneurs and mature companies to access funding, advice and support.

The Team

Bill Flood Managing Director (MD) - CIHCM

Bill was appointed as MD in May 2015, and is an Executive Director of Wokingham Housing Limited (WHL) Board. With over 25 years’ experience in the housing industry across local Government, Housing Associations and the private sector, Bill has been entrusted with building on WHLs initial foundations, ensuring its future growth and appointing the right team to achieve our objectives.

Darren Toes Operations Director - MRICS

Darren is a Chartered Surveyor with over 20 years of experience in both the private and public sectors. In the role of Operations Director, Darren is responsible for making the buildings happen, from determining the suitability of a site to making sure that the contractors selected provide WHL with the expertise and standards required for the properties we develop.

Holly Messenger Development Manager

Holly is a welcomed addition to the Wokingham Housing Limited (WHL) team, who joined in late 2015. Holly was bought on board to drive our development work through more efficiently achieving planning permissions and project managing our small sites programme. With a varied background in housing, WHL is investing in Holly and the Company’s future through a training programme around housing development. Holly works alongside Darren to get our developments off the ground and make sure we have plenty of opportunities available to continue building much needed homes.

Karen Howick Business Support Manager

Karen joined Wokingham Housing Limited (WHL) in September 2015 to provide much needed back office, governance and business support to WHL. Karen has returned to work after a short career break bringing up her children, having previously worked in the marketing industry in senior account manager and project management roles. Karen makes sure that everyone is doing what they should be doing, as well as ensuring the smooth running of the office. Karen’s job is to support everyone in doing their jobs so that as a team we can all focus on achieving the core objectives of building new homes and developing an income stream for Wokingham Borough Council.
